Anti-Bullying Policy

POLASAÍ FRITHBHULAÍOCHTA GSF

Ní ghlacann Gaelscoil na bhFilí le bulaíocht de shaghas ar bith, ná ar leibhéal ar bith i gcomhphobal na scoile. Tá rún daingean ag an mBord Bainistíochta a chinntiú go gcuirfear ar chumas gach ball de chomhphobal na scoile – daltaí, foireann agus tuismitheoirí – bulaíocht a sheachaint. Treoraíonn an cháipéis seo gníonthartha agus eagar laistigh den scoil chun iompar bulaíochta a chosc agus chun déileáil le hiompar bulaíochta.

Sainmhíniú ar Bhulaíocht

Is féidir bulaíocht a shainmhíniú mar ghníomhartha forrántachta a athdhéantar; is féidir leis feidhmiú trí chaint, no brú síceolaíoch/ fisiciúil; is féidir le duine aonair nó grúpa í a imirt ar dhuine/dhaoine eile.

Is féidir le bulaíocht bheith ag feidhmiú i bhfoirm forrántacht fisiciúil, damáiste do mhaoin, goid maoine, sracadh, imeaglú, glaonna teileafóin maslaitheacha, aonrú, leasainmneacha maslacha, nótaí a scríobh, r-phoist agus teachtaireachtaI téacs a sheoladh. Mar chineál d’iompraíocht ionsaitheach bíonn sé, de ghnáth, goilliúnach agus déanta d’aonghnó. Tarlaonn sé go leanánach thar treimhse ama agus déanann sé deacair é don duine a bhíonn ag fulaingt na bulaíochta é féin a chosaint.

Tá sé tábhactach an difríocht a thuiscint idir bhulaíocht agus cás aonarach forrántachta, nó iompraíocht frithshóisialta, nach féidir glacadh leo. Nuair is iompraíocht chórasach agus leanúnach a bhíonn i gceist, áfach, is bulaíocht a bhíonn i gceist.

Tá páirt le glacadh ag gach ball de chomhphobal na scoile maidir le hiompar bulaíochta a chosc.

Bord Bainistíochta

Tá sé de dhualgas ar an mBord Bainistíochta a chinntiú go gcuirfear ar a c/humas ag gach ball de chomhphobal na scoile déileáil go héifeachtach le bulaíocht. Tá rún daingean ag an mBord Bainistiochta am agus acmhainní a chur ar fail chun an polasaí a chur i bhfeidhm. Cinnteoidh an Bord go mbeidh monatóireacht agus maoirseacht chuí ann le bulaíocht a chosc agus chun déileáil le cásanna nuair a tharlaíonn siad.

Foireann Scoile

Cothóidh an fhoireann atmasféar cáirdis, measa agus caoinfhulaingthe. Déanfar forbairt ar fhéinmheas páistí trI difríochtaí aonaracha agus gaiscí a cheiliúradh, dea-iompar agus múinteacht a aithint go dearfach, agus trI deiseanna a thabhairt do pháistí iad fein a chruthú go maith i gcursaí curaclaim agus sa scoil go ginearalta. Cabhróidh muinteoirí le daltaí ionbhá a fhorbairt trí na mothucháin a phlé agus comhthuiscint i leith an duine eile a spreagadh. Cothófar caidreanth le daltaí ar bhonn cóimheasa agus muinine, ionas go mbeidh iontaoibh ag daltaí as an bhfoireann. Beidh múinteoirí san airdeall maidir le daltaí a nochtann dóibh go bhfuil bulaíocht ar siúl, freagróidh muinteoirí iad go cneasta agus le mothálacht, agus déanfar gach cás bulaIochta a scrúdú.

Pléifidh múinteoirí polasal frithbhulaíochta na scoile leis na daltaí agus bainfear feidhm as

straitéisí i leith bainistíocht iompraíochta a dhíríonn isteach ar réiteach fadhbanna. Cumasófar

daltaí, freisin, le pairt ghníomhach a ghlacadh i gcursaí réiteach fadhbanna.

Bainfear úsáid as curaclam foirmeálta na scoile chun oideachas a chur ar na daltaí uile maidir le iompraíocht bulaíochta. Is féidir go mbeidh ceisteanna frithbhulaíochta ardaithe trí mheán clár teagasc creidimh na scoile, an clar maidir le Oideachas Sóisialta, Pearsanta agus Sláinte, an clár “Stay Safe”, na hEalaíona agus/nó Ám Ciorcail.

Daltaí

Tá sé de dhualgas ar dhaltaí bheith fulangach agus cómhmheas a bheith acu ar a chéile. Ba choir do dhaltaí tuismitheoirí agus muinteoirí a chur ar an eolas maidir le eachtraí bulaíochta.

Tuismitheoirí

Ba chóir do thuismitheoirí íompraíocht dhearfach a spreagadh agus cur i gcoinne iompríocht dhiúlttach sa bhaile agus ar scoil.

Ba chóir do thuismitheoirí páistí a spreagadh chun deacrachtaí a shárú gan forrántacht.

Ba chóir do thuismitheoirí a mholadh do pháistí rudaí a roinnt, bheith cneasta, bheith comhbhách agus tuisceanach le daoine cue.

Ba chóir go mbeadh tuismitheoirí san airdeall i dtaobh na comharthaí sóirt a thugann le fios go bhfuil bulaíocht a dhéanamh ar pháiste, nó go bhfuil páiste i mbun bulaíochta.

Ba chóir do thuismitheoirí gan neamhaird a dhéananih dá n-instinn nuair a fheictear dóibh go bhfuil mí-iompar ar siúl.

Ba chóir do thuismitheoirí polasaí frithbhulaíochta na scoile a phlé leis an bpáiste.

Ba chóir do thuismitheoirí tacú leis an scoil agus leis na hiarrachtaí chun bulaíocht a leigheas agus a sheachaint.

Nósanna imeachta chun iniúchadh a dhéanamh ar chásanna bulaíochta agus déileáil leo

Ba chóir eachtraí bulaíochta a chur in iúl don múinteoir ranga agus/nó don múinteoir i bhfeighil chun go ndéanfaí iniúchadh orthu. Is féidir leis an cur in iúl seo a theacht ó dhalta, tuismitheoir nó cara. Déanfar nótáil ar gach cás bulaíochta atá tromchúiseach nó mar chuid de phatrún iompraíochta, agus déanfar an cás a inióchadh agus déileálfar leis de réir mar a oireann. Cuirfear tuairisc chuig an Príomhoide i leith cásanna tromchúiseacha.

Freagairt do bhulaíocht

Tabharfar tacaíocht d’éinne a n-imrítear bulaíocht air, triídeis a thabhairt láithreach dó/di labhairt leis an múinteoir ranga, nó le múinteoir eile, faoin gcás chomh maith Ie tacaíocht leanúnach nuair a mheasann an duine go bhfuil gá leis. Geallfar don íospartach go gcabhróidh comhphobal na scoile leis/léi agus go gcuirfear nósanna imeachta monatóireachta i bhfeidhm len iad a chosaint.

Cuirfidh an scoil an scéal in iúl do thuismitheoirí/caomhnóirí, chomh maith leis na cleachtais a chuirfear i bhfeidhm chun cabhrú leo, agus molfar dóibh tuairisc a thabhairt maidir le cás breise ar bith ma tharlaíonn a leithéid.

Lorgófar cabhair agus tacaíocht do bhulaithe. Ciallóidh seo: go labharfar leo chun a fháil amach conas a tharla dóibh a bheith páirteach san eachtra; go gcuirfear an scéal in iúl do thuismitheoirí/caomhnóirí agus go leanfar ar aghaidh ag obair leo lena n-iompraíocht a athrú. Tá feidhm ag cód iompraíochta na scoile maidir le bulaIocht. Tabharfar cabhair don bhulaí dearcadh an íospartaigh a thuiscint. D’fhéadfaí na bulaithe a chose ó bheith i gclós na scoile ag am lóin, nó d’fhéadfaI iad a chur faoi mhonatóireacht speisialta agus dá leanfaí leis an mbulaíocht is féidir an bulaí a chur ar fionraí, de réir nósanna imeachta.

Cuirfear faoi chód disciplín dalta ar bith a mbíonn baint aige/aici le gníomh díoltais i gcoinne dalta a chuireann bulaíocht in iúl. Úsáidfear cásanna bulaíochta le beartas frithbhulaíochta na scoile a threisiú. Is féidir go socrófaí cruinnithe leantacha le dul chun cinn a mheas agus/nó le caidreanih a athnuachan.

ANTI-BULLYING POLICY

Gaelscoil na bhFilí aims to produce a safe and caring environment in which all children can develop to their full potential.

The school does not tolerate or condone bullying of any form or at any level of the school community. The Board of Management is committed to ensuring that all members of the school community – pupils, staff, and parents are enabled to act effectively to deal with bullying. This policy guides action and organisation within the school for preventing and responding to bullying.

Definition of Bullying

Bullying may be defined as repeated acts of aggression; which may be verbal, psychological or physical conducted by an individual or group against others.

Bullying may take many different forms such as physical aggression, damage to property, theft of property, extortion, intimidation, abusive telephone calls, isolation, name calling, writing notes, emailing or texting. As a form of aggressive behaviour it is usually hurtful and deliberate. It is persistent over time and makes it difficult for those being bullied to defend themselves.

It is important not to confuse bullying with isolated incidents of aggressive or antisocial behaviour, which must not be condoned. However when the behaviour is systematic and ongoing it becomes bullying.

All members of the school community have a role to play in the prevention of bullying.

Board of Management

The Board of Management is responsible for ensuring that all members of the school community are enabled to deal effectively with bullying. The Board is committed to providing time and resources for the implementation of the policy. The Board will ensure that proper supervisory and monitoring measures are in place to prevent bullying and to deal with incidents appropriately as they arise.

School Staff

The school staff will foster an atmosphere of friendship, respect and tolerance. Children’s self-esteem will be developed through celebrating achievements, acknowledging and rewarding good behaviour and manners and providing opportunities for success throughout the curriculum and school. Teachers will help pupils to develop empathy by discussing feelings and trying to put themselves in the place of others. Relationships with pupils will be based on mutual respect and trust so that pupils will have confidence in the school staff. Teachers will be vigilant, respond sensitively and caringly to pupils who disclose incidence of bullying and investigate all disclosed incidents of bullying.

Teachers will discuss the school’s anti-bullying policy with the pupils and use behavioural management strategies which focus on problem solving and enable pupils to take an active role in finding a solution to problems.

The formal curriculum of the school will also be used to educate all pupils against bullying behaviour. Anti-bullying issues may be raised through the school religion programme, the Social Personal and Health Education programme, the Stay Safe Programme, the Arts and/or Circle time.

Pupils

Pupils are expected to be tolerant and to have mutual respect for each other. Pupils should report incidents of bullying to their parents and teachers.

Parents

Encourage positive behaviour and discourage negative behaviour both at home and at school. Encourage children to solve difficulties without resorting to aggression.

Encourage children to share, to be kind, to be caring, and to be understanding towards others. Watch out for signs and symptoms that your child is being bullied or is bullying others.

Don’t dismiss your instincts as being wrong.

Support the school in its efforts to prevent and treat bullying.

Procedures for Reporting and Investigating Bullying Incidents

Bullying incidents should be reported to the class teacher and/or the supervising teacher for investigation. This reporting may be done by the pupil, parent or a friend. All reported incidents which are serious or are part of a pattern of behaviour will be noted, investigated and treated as circumstances require. Serious cases of bullying will be reported to the Principal.

Responding to Bullying

Support will be provided for anyone who is bullied by offering them an immediate opportunity to talk about their experience with their teacher or other teacher, along with continuing support when they feel they may need it. A victim will be assured that the school community will help them and put monitoring procedures in place to safeguard them.

The school will inform parents/guardians of what has happened and of the measures being taken to help them, encourage them to report further incidences if they occur.

Help and support will be sought for a bully. This will include speaking with them to discover why they became involved, informing their parents/guardians and continuing to work with them in order to modify their behaviour. The school code of behaviour applies to bullying. The bully will be helped to see things from the victims point of view. Bullies may be excluded from the playground at lunch break or subject to special monitoring procedures and if bullying continues they may be suspended in accordance with procedure.

Any pupil who is involved in retaliation against a pupil who reports bullying will be subject to the school code of discipline. Incidents of bullying will be used as opportunities for re-enforcing the anti-bullying policy of the school. Follow-up meetings may be arranged to assess progress and/or restore relationships.

Treoir do thuismitheoirí
Deireann Alt [(21) (9)] den Acht go “measfar nach bhfuil mac léinn as láthair on scoil i gcás ma bhfuil aon tréimhse neamhláithreachta údaraithe ag an bpríomhoide agus go mbaineann sí Ie gnIomhaIochtaI a bheidh eagraithe ag an scoil no a bhfuil baint ag an scoil leo”. Ni féidir leis an príomhoide neamhláithreacht daltai a údarú i dtaobh saoire i rith am scoile. Ta sé riachtanach, áfach, go gcuirfeadh na tuismitheoirI in iúl don scoil maidir le socruithe mar seo.
Caithfear cúiseanna neamhláithreachta a chur in iúl don scoil i scríbhinn ag tuismitheoirí/caomhnóirí agus coimeádfaidh an scoil na cáipéisí seo. Má bhíonn dalta as láthair, ba choir don dalta nóta scríofa a thabhairt mhúinteoir ar theacht ar ais dó, ar a bhfuil ainm an dalta, dátaí agus fáth. Beidh na nótaí seo mar thaifead a d’fhéadfadh an t-oifigeach leasa oideachais a scrúdú ar cuairt chuig na scoile. Déanfaidh an scoil teagmhail leis an Oifigeach Leasa Oideachais in éagmais cúiseanna i scríbhinn a bheith faighte ag an scoil. Déanfaidh an múinteoir ranga:
•    Leabhar rolla na scoile a bheith líonta isteach de réir na rialacha
•    Taifead a choimeád maidir le neamhláithreachtaí le agus gan míniú
•    Teagmháil a dhéanamh le tuismitheoirí nuair nach mbíonn éolas faoi neamhláithreachtai ar fáil i scríbhinn.
•    Córas duaiseanna a bhronnadh le haghaidh daltaí a mbíonn tinreamh den scoth acu.
•    Na daltaí a spreagadh chun freastal go rialta agus go poncúil.
•    An Príomhoide a chur ar an éolas ma bhíonn inmí air/uirthi maidir le tinreamh dalta ar bith.
Taifead/Cumarsáid
I gcomhréir le srianta Acht um Chosaint Sonraí cuirfear ar aghaidh sonraí tinrimh agus iompraíochta chomh maith le torthaí acadúla daltaí a aistríonn go dtí bunscoil eile go dtí Príomhoide na scoile, sa phost, chomh luath agus a fhaightear fógra i scríbhinn faoin aistriú. Lorgófar sonraí tinrimh agus iompraíochta chormh maith le torthaí acadúla daltaí a aistríonn ó bhunscoil eile go díreach on scoil ar a raibh an páiste ag frestaI roimhe sin.
Cuirfear ar aghaidh sonraí tinrimh agus iompraíochta chomh maith le torthaí acadúla daltaí a aistríonn go dtI scoil dara leibhéal, ma iarrtar iad, go dtI an scoil chomh luath is a fhaightear deimhniú rollaithe.

Gaelscoil na bhFilí SCHOOL ATTENDANCE POLICY
The aims of the attendance policy in Gaelscoil na bhFilI are to:
(1)    encourage pupils to attend school regularly and punctually.
(2)    share the promotion of school attendance amongst all in the school community.
(3)    inform the school community of its role and responsibility as outlined in the Act.
(4)    identify pupils who may be at risk of developing school attendance problems.
(5)    ensure that the school has procedures in place to promote attendance/participation.
(61    develop, subject to available resources, links between the school and the families of
children who may be at risk of developing attendance problems.
(7)    Identify and remove, insofar as is practicable, obstacles to school attendance,
The school will ensure that:
• The importance of school attendance is promoted throughout the school.
• Pupils are registered accurately and efficiently.
• Pupil attendance is recorded daily.
• School attendance statistics are reported as appropriate to:
• The Education Welfare Board.
• The Education Welfare Officer
• The Board of Management
Punctuality
All pupils and teachers are expected to be on time. The school will contact parents/guardians in the event of pupils being consistently late.
Guidance for Parents
Section [(21) (9)] of the Act states that: “a pupil’s absence can only be authorised by the Principal when the child is involved in activities organised by the school or in which the school is involved”. The school principal cannot authorise a child’s absence for holidays during school time. However, it is essential that parents inform the school of such arrangements.
Reasons for pupils’ absences must be communicated in writing, by parents/guardians to the school and will be retained by the school. If a child is absent, when the child returns to school s/he should give/send a written note to the class teacher which contains the child’s name, the dates of absence and the reason for the absence. These notes will form a record which may be inspected by the Education Welfare Officer on a visit to the school.
Parents/guardians can promote good school attendance by:
•    Ensuring regular and punctual school attendance.
•    Working with the School and education welfare service to resolve any attendance problems;
•    Making sure their children understand that parents support/approve of school attendance;
•    Refraining, if at all possible, from taking holidays during school time
•    Showing an interest in their children’s school day and their children’s homework.
•    Encouraging them to participate in school activities.
•    Praising and encouraging their children’s achievements.
•    Instilling in their children, a positive self-concept and a positive sense of self-worth.
•    Informing the school in writing of the reasons for absence from school.
•    Ensuring, insofar as is possible, that children’s appointments (with dentists etc), are arranged for times outside of school hours.
•    Notifying, in writing, the school if their child/children are to be collected by someone not known to the teacher.
Pupils
Pupils have the clear responsibility to attend school regularly and punctually.
Pupils are responsible for promptly passing on absence notes from parents to their class teacher.
Pupils are responsible for passing school correspondence to their parents, on the specified day.
A strategy for promoting good school attendance
The Board of Management is committed to providing a positive school atmosphere which is conducive to promoting good school attendance. In this regard:
• The school curriculum, insofar as is practicable, is flexible and relevant to the needs of the individual child.
• The school will promote development of good self-concept and self-worth in the children.
• Support for pupils, who have special educational needs, are in place in accordance with Department of Education & Science guidelines.
• Internal communication procedures are in place to inform teachers of the special needs of pupils.
• A special reward system will be introduced for promoting good attendance at school.
• The assistance of the Education Welfare Officer will be utilised.
• The attendance rates of pupils will be monitored by the class teacher in the first instance, and the class teacher will notify the Principal of any concerns regarding the attendance of any child.
School Vice Principal in Liason with School Principal
The School Principal will:
• Ensure that the school register of pupils is maintained in accordance with regulations.
• Inform the Education Welfare Officer:
•    If a pupil is not attending school regularly.
•    When a pupil has been absent for 20 or more days during the course of a school year.
•    If a pupil has been suspended for a period of six or more days.
•    When a pupil’s name is removed from the school register.
Class Teacher
The class teacher will:
•    Maintain the school roll-book in accordance with procedure.
•    Keep a record of explained and unexplained absences.
•    Inform the Principal of concerns s/he may have regarding the attendance of any pupil.
Record/Communication
Subject to the restrictions of the Data Protection Act attendance, behaviour and academic records of children who transfer to another primary school will be passed to the Principal of the school, by post, as soon as we receive written notification of transfer.

Parents /Guardians play an important role by ensuring homework is done well. Time spent by parents/guardians helping with homework is most beneficial to the child. Parents/ Guardians can help their children with homework by providing them with a suitable place and time to do their homework and by trying to prevent interruptions or distractions, like T.V. or other children.
Children should do written homework themselves however Parents/Guardians should monitor their progress and help with any difficulty the child may have.
If a child has difficulty with homework, the Parents /Guardians should help the child to overcome the difficulty with further explanation or examples, but not by actually doing the homework for the child.

It is very important that children and parent look at and discuss the child’s work together. It is very important that children can identify and work toward achieving a high standard of work by looking at ways they have developed and how they can further improve their work by reviewing and receiving feedback from their parents. E.g. Parents could ask their child to show them the best paragraph they wrote, Ask them why they choose this paragraph. Look back at past samples of work. Praise child for how they have developed. In accordance with section 11 of the Children First Act 2015 and with the requirement of Chapter 8
of the Child Protection Procedures for Primary and Post-Primary Schools 2017, the following is the
Written Risk Assessment of Gaelscoil na bhFilí.

pupils being subjected to inappropriate language/conversations/actions.

regard.

3. The school has the following procedures in place to address the risks of harm identified in
this assessment

1. Parents have been informed that school supervision does not commence until 8.50
am so they must make their own arrangements for pre-school supervision. Teachers will remain on
the school yard until all children have been collected. A written note of consent/explanation must
be provided to school staff in the event of children walking home from school/not being collected
from school gate.

2. Pupils may not be allowed out for recreation breaks until a member of staff is present in the
yard. Member of staff remains on the yard for the duration of breaks.
Member of staff on yard duty ensures gates are closed and secured whilst pupils are on break.
Member of staff provides supervision to the best of their ability and records any incidents of
bullying behaviour/inappropriate or rough play.

3. All school personnel must hold Garda Vetting. Vetting must be renewed
bi-annually. All visiting volunteers over the age of 16 must hold Garda Vetting. In
the event that volunteers do not hold a current Garda Vetting Disclosure, they must remain
accompanied at all times by a member of school personnel. No substitute teacher may be employed
without being registered with the Teaching Council and having Garda vetting. No member of school
personnel should be on their own with a pupil at any time. In exceptional cases, where this
occurs, teacher and pupil should remain in a highly visible place,
e.g. open classroom door, open blinds or on the school yard.
4. All school personnel to be Garda Vetted. To be reviewed bi-annually. One-to-one teaching to
occur in a classroom with a glass-panelled door. Door may also be left open at
teacher’s discretion. Open blinds.
5. Teachers should accompany pupils when they are moving from one area to another.
LS teacher to collect children from their classrooms and accompany them on their return.
6. Ensure adequate supervision. Teacher accompanies the pupils at all times. Teacher
removes pupils from all-weather pitch/running track when Community School pupils arrive and
adequately supervises school’s boundary with running track.
7. A fully qualified, teaching council registered, Garda vetted teacher remains with the pupils
at all times. All parents who provide transport to games and sporting events must be Garda
Vetted. All coaches from clubs who provide training to pupils of the school must provide the
school with a copy of current Garda Vetting.
8. The main door to main building must be closed at all times. The escape door to the community
centre must be alarmed during class time. Ensure (insofar as possible) that only one child uses
the toilets at a time. Make the children aware of proper toilet etiquette e.g. not
discussing what is happening nor discussing private parts. Older children should close and
lock the doors.
9. (a) Swimming: Children walk in pairs and wear Hi-Viz jackets. Adult to the front and back
and one in the middle. Ensure the changing rooms are for the exclusive use of pupils only for the
duration of the swimming lesson. Ensure the Stay Safe programme has been covered prior
to swimming lessons commencing. Liaise with Leisure Centre staff to ensure an adequate
level of supervision during lessons. Any parent who wishes to accompany their child(ren) into
the changing rooms must be Garda Vetted. (b) Fundraising and other school events involving pupils
(onsite and offsite) involving pupils: A member of school personnel to accompany children
to events. Supplementary supervisors (e.g parents) to be Garda Vetted. Revision of relevant
Stay Safe programme components.
10. School bus transport provider to provide BOM with Garda Vetting Disclosures for all drivers
who drive the school bus. Parents to undergo Garda Vetting and renew bi-annually in order to
provide lifts to school events.
11. Ensure that during treatment/administration of medication that the child is not left alone
with a member of staff. Preferably have another adult present, if not have other
children present. Only administer First-Aid/Emergency medication if confident that in
doing so you do not further injure the pupil. Record any injuries that occur during
school time in the log book. Ensure parents are notified accordingly.
12. Ensure that all Garda Vetting Disclosure requirements are in place. Ensure that references
are followed up and past employment records are checked thoroughly. Ensure that all members of
staff that come into contact with children are provided with a copy of the school’s Child
Safeguarding Statement and
provided with relevant training. The same requirements will be in place for
student teachers/work placements as for registered teachers.
13. Ensure that all Garda Vetting Disclosure requirements are in place. Ensure that religious
instruction facilitator has completed a Child Protection Course and is familiar with new
guidelines. Ensure that parents are aware of supervision requirements and will volunteer
to accompany their children to the ceremonies. Ensure strict compliance with school’s Code
of Behaviour and Anti-Bullying policy.
14. All computer and IT equipment, including WIFI router should be password protected. Pupils
are not permitted to bring their own tablets, phones, laptops to school. No unsupervised use of
IT equipment allowed. NCTE secure internet access to be used on all computers for
internet access. All staff to follow school’s ICT policy/Mobile Phone policy. ICT/Cyber
training to be provided to pupils.
15. All personnel to be familiar with school Policy of Use of Social Media. Only School
Personnel may take photographs of events in which pupils are participating. Parents may only
photograph their own children at such events. Photographs taken by school personnel may only be
taken on school’s digital camera.
16. All sensitive pupil information to be kept secure in a locked filing cabinet.
All rooms to which an organisation has been granted access should be thoroughly checked prior
to admission of pupils. All organisations requiring the use of school premises must apply in
writing to the BOM using the ‘Use of School’ form. BOM will have final say when deciding to whom
access should be granted.
17. The school shall not be made available to outside organisations during school time with the
exception of Gort Community School’s musical production, matinee performance (x 1) in January, each
year. Pupils of the Junior Room will be moved to the Prefab on this day and should the need arise
will be escorted back to the room to gather belongings etc. Use of toilet facilities in the main
building will be prohibited for all pupils on this day. Gort Community School will be obliged to
give written notice of the intention to use school’s facilities in advance of use to facilitate
necessary alternative arrangements for school staff and personnel. Their use of the school shall
be limited to the main building only and under no circumstances will they be allowed to gain access
to school playground via back stairs.
18. All staff to be aware of and to implement Anti-Bullying Policy and Code of Behaviour.
19. Ensure any person representing an outside organisation/providing curriculum
support/workshops is Garda Vetted. Ensure the classroom teacher is present at all times. Ensure
that staff implements Anti- bullying policy and/or Code of Behaviour as appropriate.
20. Ensure classroom teacher is present at all times and aware of visitors to the
school via the alarmed gates/CCTV monitors. Guests/visitors to the school should be accompanied
at all times by a member of school personnel.
21. All parents who wish to participate in or facilitate events for Gaelscoil na bhFilí will be
asked to provide Garda Clearance Certificates to Board of Management. All parents should be aware
of and adhere to school policies regarding behaviour, conduct and communication. Parents are
responsible for arranging transport to and from school activities and for ensuring that
all reasonable safety precautions are in place (e.g. use of booster seats, seat-belts,
height requirements for front seat passengers, overloading cars, use of hand-held devices while
driving).
22. The school has an Anti-Bullying policy which fully adheres to the requirements of
the Departments Anti-Bullying Procedures for Primary and Post-Primary Schools.
23. School personnel are required to adhere to the Child Protection Procedures for
Primary and Post- Primary Schools 2017 and all registered teaching staff are required to adhere
to the Children First Act 2015. Copies of these documents are in each classroom and also in the
Office.
24. Restraint will only ever be used in cases where a child’s challenging behaviour poses a
serious risk to themselves or others. Only the minimum amount of force necessary to
prevent them injuring themselves or others should be applied. A written record of same must be
made by school personnel and witnesses and parents should be informed at home time of any such
incident.

Important Note: It should be noted that risk in the context of this risk assessment is the risk of
“harm” as defined in the Children First Act 2015 and not general health and safety risk. The
definition of harm is set out in Chapter 4 of the Child Protection Procedures for Primary and Post-
Primary Schools 2017

In undertaking this risk assessment, the board of management has endeavoured to identify as far as
possible the risks of harm that are relevant to this school and to ensure that adequate procedures
are in place to manage all risks identified. While it is not possible to foresee and remove all
risk of harm, the school has in place the procedures listed in this risk assessment to manage and
reduce risk to the greatest possible extent.
This risk assessment has been completed by the Board of Management on 8th March 2018. It shall be
reviewed as part of the school’s annual review of its Child Safeguarding Statement.

Gaelscoil na bhFilí is a primary school providing primary education to pupils from Junior Infants
to Sixth Class.
In accordance with the requirements of the Children First Act 2015, Children First:
National Guidance for the Protection and Welfare of Children 2017, the Child Protection
Procedures for Primary and Post Primary Schools 2017 and Tusla Guidance on the preparation of Child
Safeguarding Statements, the Board of Management of Gaelscoil na bhFilí has agreed the Child
Safeguarding Statement set out in this document.

1 The Board of Management has adopted and will implement fully and without modification the
Department’s Child Protection Procedures for Primary and Post Primary Schools 2017 as
part of this overall Child Safeguarding Statement

2 The Designated Liaison Person (DLP) is Fiona Ní Chualáin

3 The Deputy Designated Liaison Person (Deputy DLP) is Gearóid Ó Cinnéide.

4 The Board of Management recognises that child protection and welfare considerations permeate
all aspects of school life and must be reflected in all of the school’s policies,
procedures, practices and activities In its policies, procedures, practices and activities,
the school will adhere to the following principles of best practice in child protection and
welfare:

The school will:
• recognise that the protection and welfare of children is of paramount importance, regardless
of all other considerations;
• fully comply with its statutory obligations under the Children First Act 2015 and
other relevant legislation relating to the protection and welfare of children;
• fully co-operate with the relevant statutory authorities in relation to child
protection and welfare matters
• adopt safe practices to minimise the possibility of harm or accidents happening
to children and protect workers from the necessity to take unnecessary risks that may
leave themselves open to accusations of abuse or neglect;
• develop a practice of openness with parents and encourage parental involvement in the
education of their children; and
• Fully respect confidentiality requirements in dealing with child protection matters.

The school will also adhere to the above principles in relation to any adult pupil with a special
vulnerability.
5 The following procedures/measures are in place:

• In relation to any member of staff who is the subject of any investigation (howsoever
described) in respect of any act, omission or circumstance in respect of a child attending the
school, the school adheres to the relevant procedures set out in Chapter 7 of the Child
Protection Procedures for Primary and Post-Primary Schools 2017 and to the relevant
agreed disciplinary procedures for school staff which are published on the DES website.

• In relation to the selection or recruitment of staff and their suitability to work with
children, the school adheres to the statutory vetting requirements of the National Vetting Bureau
(Children and Vulnerable Persons) Acts 2012 to 2016 and to the wider duty of care guidance set out
in relevant Garda vetting and recruitment circulars published by the DES and available on the DES
website.

• In relation to the provision of information and, where necessary, instruction and training,
to staff in respect of the identification of the occurrence of harm (as defined in the 2015 Act)
the school-

➢ Has provided each member of staff with a copy of the school’s Child Safeguarding Statement
➢ Ensures all new staff are provided with a copy of the school’s Child Safeguarding Statement
➢ Encourages staff to avail of relevant training
➢ Encourages Board of Management members to avail of relevant training
➢ The Board of Management maintains records of all staff and Board member training

• In relation to reporting of child protection concerns to Tusla, all school personnel are
required to adhere to the procedures set out in the Child Protection Procedures for Primary and
Post-Primary Schools 2017, including in the case of registered teachers, those in relation to
mandated reporting under the Children First Act 2015.

• In this school the Board has appointed the above named DLP as the “relevant person” (as
defined in the Children First Act 2015) to be the first point of contact in respect
of the child safeguarding statement.

• All registered teachers employed by the school are mandated persons under the Children First
Act 2015.

• In accordance with the Children First Act 2015, the Board has carried out an
assessment of any potential for harm to a child while attending the school or
participating in school activities. A written assessment setting out the areas of risk
identified and the school’s procedures for managing those risks is attached as an appendix to this
statement.

• The various procedures referred to in this Statement can be accessed via the school’s
website, the DES website or will be made available on request by the school.

Note: The above is not intended as an exhaustive list. Individual Boards of Management shall also
include in this section such other procedures/measures that are of relevance to the school in
question.

6 This statement has been published on the school’s website and has been provided to all
members of school personnel, the Parents’ Association (if any) and the patron. It is readily
accessible to parents and guardians on request. A copy of this Statement will be made available to
Tusla and the Department if requested.

7 This Child Safeguarding Statement will be reviewed annually or as soon as practicable after
there has been a material change in any matter to which this statement refers.

This Child Safeguarding Statement was adopted by the Board of Management on 1st March 2018.

Checklist for Review of the Child Safeguarding Statement

The Child Protection Procedures for Primary and Post-Primary Schools 2017 require the Board of
Management must undertake a review of its Child Safeguarding Statement and that the following
checklist shall be used for this purpose. The review must be completed every year or as soon as
practicable after there has been a material change in any matter to which the Child Safeguarding
Statement refers. Undertaking an annual review will also ensure that a school also meets its
statutory obligation under section 11(8) of the Children First Act 2015, to review its
Child Safeguarding Statement every two years.

The checklist is designed as an aid to conducting this review and is not intended as an exhaustive
list of the issues to be considered. Individual Boards of Management shall include other items in
the checklist that are of relevance to the school in question.

As part of the overall review process, Boards of Management should also assess
relevant school policies, procedures, practices and activities vis a vis their adherence to the
principles of best practice in child protection and welfare as set out in the school’s Child
Safeguarding Statement, the Children First Act 2015 and the Child Protection Procedures for Primary
and Post-Primary Schools 2017.
